How can I take advantage of Home windows to create an OS X El Capitan or macOS Sierra USB flash drive installer from the disk picture (.dmg) file downloaded from Apple?

Used this tutorial to create a USB Installer on Home windows. Adopted it precisely, and did it twice to be completely positive. The folder construction and information look equivalent.

Boot by means of urgent the Choose and choosing “OS X Base System” (I discover it unusual that it says that… as I did rename the partition and every thing in response to the tutorial). It hundreds for a couple of minute (to roughly 40% of the loading bar), then will get caught and will not proceed, even after half-hour, with no change.

Any pointers?
